After review and input from the Housing Production Strategy (HPS) Working Group, the City Council, and Planning Commission, the West Linn HPS is moving into the adoption phase. The Planning Commission will make a recommendation to City Council after a public hearing on April 2, 2025. The City Council will hold a work session on April 21, 2025 and a public hearing on May 12, 2025 for final consideration and adoption of the West Linn HPS. Public testimony will be taken at the public hearings, but this is not a land use decision per ORS 197A.100 and cannot be appealed.

In October 2023, the City Council adopted the West Linn Housing Capacity Analysis (HCA) to comply with state statutes. The next step is to develop and adopt a Housing Production Strategy (HPS) by the end of June 2025. The HPS must detail the specific tools, actions, and policies the City plans to implement to address the housing needs identified in the HCA, along with a timeline for each strategy.
The City Council has appointed a Working Group to review potential strategies and make a recommendation on a final draft of HPS for adoption.
Project Goals
1. Complete a Contextualized Housing Need.
- Refine current and future housing needs.
- Identify existing and expected barriers.
- Market conditions affect the provision of needed housing.
2. Identify tools, actions, and programs West Linn can implement over the next six years to ensure the housing supply meets the community's current and future needs.
- Increase housing production.
- Encourage a variety of housing types, choices, and affordability levels.
- Achieve fair and equitable housing outcomes.
- Advance affordable housing, supportive services, and community partnerships.
Measuring Success
The HPS will outline the City's plan for monitoring progress on the housing production strategies. A mid-term assessment must be submitted to the state to identify successful strategies, areas for improvement, and course corrections to ensure all housing needs are met.
