FAQs
What is an Operations Facility?
A operations facility houses the offices, shops and storage areas necessary to maintain City infrastructure. This would include spaces to build park benches, repair police cruisers, make new road signs, store pipes for making repairs and many other workspaces.
What are the enironmental and sustainability impacts?
A sustainable design presentation was provided to Council on May 5, 2025 and can be viewed here
Where will contractors park during construction?
Once access road is established, all construction vehicles will be parked on site. Comprehensive traffic control plans will be available once on-site construction begins in early summer.
What is being done regarding wildfire safety on the site?
Fire response/containment will be improved with the construction of the facility by having direct access to the site as well as fire hydrant installation directly on site as required by TVF&R.
Vegetation management has taken place along the edge of the site and will continue during construction and into facility use. Fire risk and safety plans will be featured as part of the mandatory site orientation for all contractors and their employees.
How will the hillside be monitored?
Geotechnical evaluations have been conducted in coordination with the design and have provided guidance on construction design strategies. Slope stabilization monitoring and vibration monitoring will be active at all times during site development.
Will construction cause traffic delays?
As with any project this size, there will be increased traffic. In working with the contractor and suppliers, the City aims to limit traffic delays by coordinating just in time deliveries of materials and keeping project staging and material unloading contained to the site and off of City right-of-way.
Will the site be open to the public?
The site will be secure and have controlled access with a gate and fencing. It will be a working yard with equipment moving around and is not suitable for unauthorized visitors. Following construction, tours may be possible, upon request.
Is there a wetland on the site?
Yes, and our design team has carefully reviewed site conditions in coordination with the State Department of Lands and has crafted our design to complete avoid any impact to the wetlands on site. They are fully preserved and will be a natural feature within the property.
How is this project funded?
For large municipal building projects it is common for local governments to take out Full Faith and Credit Obligation bonds. These bonds secure funding for the project and their payments are split between the applicable funds. The Streets, Storm, Sewer, Water, and Parks (General) funds will all contribute to the project, as all of those divisions will be housed in the new facility. To see a more detailed breakdown you can see the full presentations to Council under the Key Dates section of this page.
