The West Linn Waterfront Project will develop a preferred community vision for the industrial waterfront of West Linn, to be realized through changes to the Comprehensive Plan/Zoning and development of a financing plan to support investment in the planning area.




The West Linn Waterfront Vision Plan

Building on past planning efforts and years of public engagement, a draft Vision Plan was developed and reviewed by the community, stakeholders, and a project working group in Spring/Summer 2024. That feedback has been incorporated into a final draft Vision Plan intended to represent the potential future of the Waterfront area as expressed by the community.

The Vision Plan creates a framework for the transformation of the currently hidden waterfront, into a diverse and vibrant center for residents and visitors. Access to the natural beauty and cultural richness of the area, as well as providing new opportunities for housing, services and entertainment are the core concepts of the Vision Plan.

Project Timeline

The Waterfront Project builds on decades of work conducted by the community to reimagine the Waterfront area. The most recent planning efforts included community engagement between 2016 and 2019, which was unfortunately delayed by the COVID-19 pandemic and resumed in 2024. After adoption of the Vision Plan, the project team will develop zoning and code recommendations for public review and comment. The Historic City Hall District will be the primary focus of these efforts and will be complete by end of 2025. The Cultural Heritage and Pond Districts will follow in subsequent years.

  • West Linn Waterfront Vision Plan - Final Review Survey

    After years of public engagement, review by the Project Working Group, and feedback from key property owners and stakeholders, the final draft of the West Linn Waterfront Vision Plan is ready for final public review. The plan aims to reflect the community’s aspirations and align various projects and planning efforts into a unified vision for the 275-acre Waterfront area. Land use changes, public-private partnerships, and investment in the area will be key to implementing the vision over the next 50 years.
